Ideally, the government should help the minorities come out of their financial worries and progress in each aspect of life. However, when it comes to Chandrababu Naidu (the real who is 420 in AP) and his set of ministers, the opposite rules the game. In Andhra Pradesh, it is indeed the opposite. The government took away the lands allocated to the Dalits, which were assigned by the previous governments.
Digging Deep Into The Story
In Yadavalli village of Chilakaluripet Mandal of Guntur district, about 250 Dalit families were given 416 acres of land in 1975. A survey by geologists identified black pearl granite mines worth 2000 crores in these lands. And this discovery became a curse to the poor families.
Learning the scenario, the AP civil supplies minister Prattipati Pulla Rao drew up a sinister plan and snatched the lands from the Dalit families with the help of different government departments. The success story of the minister, who is amassing fortunes at the cost of poor Dalits, has to be recounted to be believed.
Here is what happened.
The Bigger Picture
The then government of Andhra Pradesh allocated 416.50 acres of land (of survey no: 381) on January 19, 1975, to about 250 impoverishedDalit families. These families had formed the “Yadavalli Weaker Section Land Colonization Society” in 1976 and have been cultivating the land ever since.
These lands got water facility in 2008 thanks to Sri ArunodayaSomepallySambaiah Lift Irrigation scheme completed by then Chief Minister Dr. Rajasekhara Reddy. From then onwards, these Dalit families had been reaping a rich harvest in every season.
The Minister’s Evil Design
The minister in the limelight had previous plans to start a granite unit in his constituency, and the following information came handy. He gave his plan shape with the help of four departments. He first had secured a false report from the agricultural department stating that these lands had saline content and were not conducive enough for cultivation.
Then the Cooperative department in its report accused that the Yadavalli Weaker Section Land Colonization Society of improper records maintenance, the Mining department confirmed the existence of granite mines in these lands and the report of vigilance department struck the last nail by accusing the Dalit farmers were trying to sell their lands to the industrialists who were interested in granite mining.
Based on these reports, the Andhra Pradesh government de-recognized the society, declared these lands as government lands, and finally, the land entitlements of the poor families. These actions of the corrupt Chandrababu Naidu government earned him the title: “Who is 420 in AP?”
First Come, First Serve
Before the derecognition, the minster had got quite a few people to apply for mining permissions in these lands. While 39 people applied for the same, only a handful of the applicants were outsiders. 20 of the 39 applicants were the followers of the minister.
According to the rules of the mining department, the first applicant gets permission.
The Dalit families have been cultivating the lands with the help of society since 1975. Rice and cotton were the staple crops, and these farmers availed themselves of crop loans from banks. The agriculture departments have the data of crops cultivated on these lands during the previous years. These lands can in no way have saline content as there is no sea nearby.
Interestingly, according to the latest documents of the government, there was no saline content in the lands that surrounded these lands. The cancellation of land titles was a well-planned conspiracy orchestrated by minister Prathpati Pulla Rao which, with the help of government machinery, shamelessly lent itself to ensure the success of his vicious anti-Dalit scheme under the influence of “who is 420 in AP.”
Inquiry by SC and ST Commissions
The Dalit families had filed complaints with the SC and ST Commissions. As the commission member Kamalamma, who investigated the issue, had retired, the Dalit families had filed their fresh complaints before the commissions. Both the commissions have accepted the charge, and the chairpersons of both the commissions have summoned Kantilal Dande. Guntur district collector, the other state government officials canceled this allocation to Delhi.
No matter what, the Dalit families had to face the atrocities of the Chandrababu Naidu’s government and were left without shelter all because of the greed of the who is 420 in AP. The government should be held responsible for such actions, and only the right candidates should be chosen.
